E. "Joe" Wiese became director of the Southwest Prevention Center/Southwest Center for the Application of Prevention Technologies (SWPC/SWCAPT) in October 2003. He has over 30 years experience in the education and substance abuse fields, serving as a classroom teacher, school counselor, school district administrator, the Texas state director for the Safe and Drug-Free Schools Program and as the Texas director of Prevention at the Commission on Alcohol and Drug Abuse, with extensive experience as a trainer and consultant on grassroots, state, national and international prevention issues.

Most recently, Mr. Wiese served as the National Prevention Networks (NPN) vice-president for external affairs, treasurer and southwest regional representative. He has been a member of the Center for Substance Abuse Prevention (CSAP) Performance Partnership Grant Workgroups, CSAP Data Collection Committee, National RADAR Steering Committee, Workforce Development, Public Information and Media, Community Anti-Drug Coalitions of America scientific advisory panel and the Safe and Drug-Free Schools national steering committee. Mr. Wiese received the 2003 NPN Ketty Award for Outstanding Dedication to the Field of Prevention and the National Prevention Network and has been published in Drug Watch International's Drug Watch News.

Mr. Wiese holds a bachelor's degree in math and chemistry from Sam Houston State University and a master's degree in educational psychology from Texas A&M University. He is a licensed professional counselor and a certified prevention specialist.
