VICE PRESIDENT, COLLEGE OF CONTINUING EDUCATION
Dr. Belinda Biscoe has helped to secure federal funding for four early literacy research grants. She has a background in experimental child psychology, common and higher education, leadership, and research and evaluation.
Biscoe's areas of expertise include research and evaluation, higher education administration, nonprofit administration, public school administration, school reform, early literacy, public school issues, substance abuse prevention, mental health, resilience, homelessness, workforce development, juvenile justice, lifespan developmental psychology (with an emphasis on early childhood and adolescence), and substance abuse treatment, including client management, women and family issues, polydrug abusers, co-occurring disorders, and self-help organizations.

Jennifer Quillian, MS
Jennifer Quillian has been an early literacy coach at CECPD since 2004. She is an associate developer of the Literacy Coaching Institute and a lead developer of the Literacy in Action series. Her areas of expertise are early childhood, early literacy, and literacy coaching.
