The English Language Learner (ELL) KnowledgeBase for Administrators is an online resource supporting the administration of programs for English learning students. It offers resources related to Office for Civil Rights (OCR)requirements and the Every Student Succeed Act (ESSA).

ESSA Title II Guidance

ESSA provides funding for local school districts aimed at improving instructional programs for ELL students. The purpose of this PowerPoint is to provide state educational agencies (SEAs) a high-level overview of the English Learner (EL)/Title III, Part A, guidance issued on September 23, 2016, as it pertains to ESSA.


Fiscal Changes and Equitable Services Requirements Under ESEA, as amended by ESSA

The fiscal changes made by ESSA to the state formula-grant programs discussed in this guidance take effect beginning in the 2017−2018 school year. The department is issuing guidance with respect to these specific changes in advance to provide SEAs, local education agencies (LEAs) and schools with timely information to support SEAs, LEAs and schools in meeting their obligations under the ESEA for the 2017−2018 school year.


Flexibility of Funds

Funding for Professional Development

The new law, Every Student Succeeds Act (ESSA), supports the learning and development of educators in enhancing their capacity to help students succeed and includes new provisions aimed to help educators grow.


Title III - Grants & Sub Grants

The Every Student Succeeds Act (ESSA) and Elementary and Secondary Act (ESEA) provides funding for programs aimed at improving the proficiency of LEP students. This document summarizes the funding provisions of the formula grant program under Title III of the Act.
