The English Language Learner KnowledgeBase for Administrators

This KnowledgeBase archive includes content and external links that were accurate and relevant as of September 30, 2019.

The English Language Learner (ELL) KnowledgeBase for Administrators is an online resource supporting the administration of programs for English learning students. It offers resources related to Office for Civil Rights (OCR)requirements and the Every Student Succeed Act (ESSA).


Task 3: Provide Interpreter Services for Parents of ELL Students

Guideline: There are instances when interpreters are needed at the school to facilitate communication among teachers, administrators, ELL students, and parents. Interpreters are to abide by district policies pertaining to the privacy of student information, respect confidentiality, and must provide direct interpretations. Interpreters are not advocates for any party and provide an essential service to all concerned. 

School administrators should maintain a resource file of qualified translators for language groups especially where the number of students speaking a language may be small. Translators, particularly those not employed by the school district, should be provided training on legal requirements, confidentiality policies, and basic school policies.

Casa Notes

As noted at its website, "Casa Notes is designed to allow teachers to make and customize typical notes that are sent home to parents or given to the students. This is done by using templates and allowing the teachers to customize some of the content, choose a color scheme, and add a graphic. The notes can then be printed on a black-and-white or color printer to be used. Teachers can select whether the notes should be in English or in Spanish."
