The English Language Learner (ELL) KnowledgeBase for Administrators and Teachers is an online resource supporting both the administration, teaching and execution of programs for English learning students. It offers resources related to Office for Civil Rights (OCR) requirements and the Every Student Succeeds Act (ESSA).

ELL Parental Involvement

Local education agencies (LEAs) must have a process to identify limited English proficient (LEP) parents and provide them with free and effective language assistance, such as translated materials or an appropriate and competent interpreter.


English Language Learners Transition to ESSA

Under the Congressional Review Act, Congress has passed, and the President has signed, a resolution of disapproval of the accountability and State plans final regulations that were published on November 29, 2016 (81 FR 86076). This guidance document is unaffected by that resolution and remains applicable.  This PDF offers Non-Regulatory Guidance for English Language Learners on Title III of the Elementary and Secondary Elementary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA).

Parent/Family Involvement Policy

The Every Student Succeed Act (ESSA) requires schools receiving Title I funds to develop policies addressing their parental involvement program. This document offers guidance and a model policy from the National PTA's National Standards for Parent/Family Involvement Program as a resource to assist schools in developing such a policy.
