The Educational Training, Evaluation, Assessment, and Measurement Department (E-TEAM)

The Educational Training, Evaluation, Assessment, and Measurement Department in Outreach/College of Continuing Education on the University of Oklahoma campus began in 1999. Its founder and director, Belinda Biscoe, Ph.D., has guided this unit to provide research and evaluation services to clients within and outside of the University. E-TEAM's mission is to partner with customers in the private and public sectors to offer carefully crafted research and evaluation studies and training support to enable informed decisions resulting in better outcomes.
Over the last 20 years, E-TEAM has built a strong reputation for solving complex problems and getting the job done. Along the way, E-TEAM has collaborated with the National Aeronautics and Space Administration, The US Substance Abuse and Mental Health Services Administration (SAMHSA), the US Department of Education, The National Institutes of Health, The US Chamber of Commerce, The Oklahoma Department of Mental Health and Substance Abuse Services, The Oklahoma Department of Health, The Oklahoma State Department of Education, The Oklahoma Department of Rehabilitation Services, The National Center for Disabilities Education and Training, Wright Group-McGraw Hill, Families & Communities Rising, Inc. at Chapel Hill, NC, the Sam Noble Museum, the Donald W. Reynolds Foundation in conjunction with the Oklahoma Science Museum, Langston University, The National Science Foundation (NSF), Eagle Ridge Institute, The US Department of Labor, The Oklahoma City Public School District, Southern Plains Tribal Health Board, Oklahoma State University Seretean Wellness Center, Oklahoma Highway Safety Office and The National Highway Traffic Safety Administration, Oklahoma Commission on Children and Youth, and many others.
E-TEAM worked collaboratively with the Center for Early Childhood Professional Development (CECPD) to develop the Early Learning Quick Assessment (ELQA) and its online application to facilitate formative progress monitoring of early literacy skills in many Pre-Kindergarten and Kindergarten classrooms schools across the United States.
E‐TEAM is dedicated to making research and analysis more accessible and understandable through solid writing, compelling graphics, and creative use of technology. Our goal is to create a better future for individuals and organizations by defining achievable outcomes and reaching those goals by applying fresh thinking and original solutions to complex problems.
